The coalition plays an advocacy role in the legislative process. They understand that although legislators represent the voters, they are not omnipresent and do not know all the issues affecting their voters unless brought to their attention. The coalition lets the legislators know what the voters are thinking, issues affecting them, and how legislators can represent the voters in developing specific legislation to address their concerns. In fact, the coalition reminds legislators about their responsibilities to their constituents through offering them constructive ideas. This ensures that the coalition is actively involved in bringing about public policy changes. As such, the coalition applies their will to act and speak out for themselves and on behalf of others to bring about change(Milstead, 2013).

The coalition makes an effort to influence the introduction, enactment and modification of the proposed legislation. They conduct their activities by directly lobbying legislators, a process that entails contacting the legislators and sharing their views on the proposed legislation, as well as convincing them to vote a certain way for the legislation. They conduct their activities through communication tools such as formal meetings, letters, phone calls, emails and so on. They influence the bill’s passage in four occasions. The first occasion is when they urge legislators to sponsor and cosponsor the bill. The second occasion is when they ask to participate in the committee hearings. The third occasion is when they recommend changes and improvements to the provisions of the bill as it is discussed at the committee level. The fourth occasion is when they urge legislators to vote for or against the bill when presented on the Senate and House floors(Milstead, 2013).
Laws are typically implemented by an agency that is a branch of the executive. The President delegates his/her authority to the agency that takes on the responsibility of implementing the law. The agency acts by issuing administrative regulations that interpret the law to ensure compliance. The administrative regulations are issued through a process that first offers an advanced notice for proposed rulemaking and before publishing the rules. The public can influence the rulemaking process by presenting comments on how the proposed rules interpret the law, and whether there have been any omissions or additions(Milstead, 2013).
The effects of the law will be monitored by matching the law to societal expectations. That is because failing to live up to the expectations of the law can be damaging to the implementing agency. The monitoring process requires that information sources (information from the media, public and experts) be targeted to identify recurrent themes and concerns in a chronological timeline. The surveillance can be successful if conducted in real time to allow for efficient response times and reactions (Milstead, 2013).
The current legislation demands that a physician document that a face-to-face assessment took place to certify and recertify the eligibility of a patient to receive home health care services to be reimbursed by Medicare. Also, it does not allow nurses to adjust treatment or medication unless they have obtained a physician signature. These are services that nurses can provide, and preventing them from providing the services creates a situation in which treatment is delayed even as patients risk developing avoidable complications. The proposed legislative change address these concerns by allowing nurses to certify and recertify the eligibility of a patient to receive home health care services, and make adjustments to treatment and medication as necessary. This will ensure that Medicare beneficiaries have timely access to home health services (Jaffe, 2019).
